Jim Harlan TIP-X CEO
Jim Harlan is a licensed patent attorney with over 25 years of experience in licensing, FRAND, and antitrust matters across the global technology and telecommunications sectors.
During his decade at InterDigital, Jim closed multiple major licensing agreements contributing to more than $3.6 billion in cumulative contract value and helped grow the company's licensing revenue from $425 million in 2021 to $869 million in 2024. He also led InterDigital's global Standards and Competition Policy function, representing the company in regulatory discussions with governments, standards bodies, and industry associations worldwide on issues including antitrust enforcement, FRAND licensing, and SEP disputes.
In 2025, Jim founded The Standard Strategy, where he advises clients on patent strategy, monetization, and policy advocacy. His work includes direct negotiations with major technology and telecom firms, collaboration with policymakers and U.S. agencies, and participation in industry consortia. Drawing on experience across Asia, Europe, and the United States, Jim bridges regulatory, legal, and commercial perspectives to advance sustainable innovation and fair competition.
His career also includes senior roles at BlackBerry, PanOptis, and Siemens, where he developed deep expertise across the IP ecosystem and built relationships with stakeholders throughout the industry.
Jim holds a J.D. from Wayne State University Law School, an MBA from the University of Texas at Dallas, and both an MA in Computer Science and a BA in Chemistry from Wayne State University.
